The full-scale war unleashed by Russia has inflicted enormous losses on Ukraine. The destruction of critical infrastructure, industrial facilities, housing, and other essential structures amounts to billions of U.S. dollars. Despite ongoing hostilities, the process of recovery has long been underway.
Until August 2023, reconstruction funding from local budgets was carried out through various budget programs that were not directly linked to recovery efforts. However, starting in August 2023, changes to the Classification of Local Budget Programs enabled local budgets to allocate funds specifically for the restoration of damaged or destroyed objects under distinct codes.

Data Population Process

The database was populated in stages:

  • Processing payment records from E-data under reconstruction programs.

  • Aggregation of expenditures by transactions for individual projects. Data reconciliation with Treasury Reports.

  • Sending requests to fund administrators to resolve discrepancies (e.g., contract cancellations, fund returns, or erroneous payments).

  • Final object-by-object aggregation of amounts based on payment transactions.

Dataset Content

To evaluate the actual use of funds for reconstruction, only verified expenditures from local budgets under the following budget programs were considered:

  1. Implementation of projects (measures) for restoring educational institutions damaged or destroyed as a result of armed aggression, funded by local budgets.

  2. Implementation of projects (measures) for restoring medical institutions damaged or destroyed as a result of armed aggression, funded by local budgets.

  3. Implementation of projects (measures) for restoring social facilities damaged or destroyed as a result of armed aggression, funded by local budgets.

  4. Implementation of projects (measures) for restoring residential buildings damaged or destroyed as a result of armed aggression, funded by local budgets.

  5. Implementation of projects (measures) for restoring housing and communal infrastructure damaged or destroyed as a result of armed aggression, funded by local budgets.

  6. Implementation of projects (measures) for restoring other communal property damaged or destroyed as a result of armed aggression, funded by local budgets.

Dataset Features and Limitations

  1. Coordinates:

    • Objects without precise addresses (e.g., water pipelines) have approximate coordinates.

    • All coordinates may contain minor inaccuracies.
