To increase the level of budget transparency and provide access to information on the use of state budget funds allocated for the reconstruction and restoration of Ukraine (hereinafter referred to as reconstruction), the project “Monitoring of Funding for the Reconstruction of Kyiv Region” was implemented to create a system for monitoring the effective use of funds for the reconstruction of destroyed facilities in Kyiv region.
The dashboard displays information about the facilities that were restored at the expense of the state and local budgets, international partners, and funded by programs, which are listed in the table “Facilities by Funding Programs.”
During martial law, information on certain reconstruction costs may not be displayed on the dashboard.
The information was obtained from official resources, namely:
– Single web portal for the use of public funds (www.spending.gov.ua);
– Prozorro web portal (www.prozorro.gov.ua);
– official responses from central executive authorities and local governments.
Information on the location of the reconstruction object was obtained using the Google Maps API and may contain an error in the accuracy of the geographical location of the object.
The data is presented for the period from 24.02.2022 to 31.12.2023 inclusive. The information on the dashboard will be updated quarterly.
– number of objects – the total number of objects reconstructed at the expense of the state and other budgets, the information on the financing of which is presented on the dashboard (pieces). The dashboard displays information only on objects financed from the programs, the information on which is located in the table “Objects by financing programs”;
– financed (UAH) – the total amount of expenditures from the state or other budgets allocated for the reconstruction of the facilities whose financing is presented on the dashboard;
– state budget (UAH) – the total amount of expenditures from the state budget allocated for the restoration of the facilities whose financing is presented on the dashboard;
– other (UAH) – total amount of expenditures from the regional budget, budgets of territorial communities or funds of international partners allocated for the reconstruction of the facilities whose financing is presented on the dashboard.
– expenditures by type of object – the graph provides information on the structure of expenditures by type of reconstruction object in terms of different time periods (month or year). All objects are classified according to the following types: administrative, housing, culture, healthcare, education, sports, transport, etc;
– objects by financing programs – the table provides summarized information on the list of budget programs from which the reconstruction objects were financed;
– TOP-10 recipients (customers) – the table contains a list of the largest recipients (customers) of funds allocated for reconstruction.
– district – the name of the district in which the object is located;
– Territorial community – the name of the territorial community in which the object is located;
– settlement – the name of the settlement where the object is located;
-Address – the name of the street where the object is located;
-funded (UAH) – total amount of expenditures from the state or other budgets allocated for the restoration of the facility;
– Payer – the name of the organization paying for the restoration of the facility;
– payer’s EDRPOU – the EDRPOU code of the organization paying for the facility restoration;
– Recipient – the name of the organization receiving funds for the restoration of the facility;
– Recipient’s EDRPOU – the EDRPOU code of the organization receiving funds for the restoration of the facility;
– Program name – the name of the budget program from which the funding for the facility restoration was provided;
– type of object – the type of object to be restored in accordance with the specified classification;
– amount of funds (UAH) – the total amount of funds allocated to finance the restoration of the facility.
