Monitoring of Tax Revenues of the General Fund of the State Budget
This dashboard is an interactive analytical tool designed to provide, within a few clicks, a comprehensive view of the execution of tax revenue targets for the General Fund of the State Budget, the key taxes underpinning revenue performance, and month-to-month developments. The data are sourced from the State Tax Service of Ukraine and are updated on a regular basis to support ongoing analysis and evidence-based decision-making.
Where to start
The dashboard is structured on a drill-down principle, enabling progressive exploration of data.
Levels of analysis:

Navigation between pages is facilitated through:
- on-screen navigation buttons (including a drill-down arrow available when a specific tax is selected);
- the “Analytics” button (access to the archive);
- the “Regions” button (regional breakdown);
- the “Large Taxpayers” button (interregional offices of the State Tax Service).
Main Page: Overall Revenue Structure
The main page presents a consolidated overview of tax revenues to the State Budget for the selected reporting period.
Period filter (left panel):
- month selection;
- option to analyse a specific reporting period.
The central table includes:
- tax categories;
- approved targets (budget schedule);
- actual collections;
- variances;
- percentage of plan execution.
This enables users to promptly assess:
- which taxes overperform relative to plan;
- where underperformance is observed;
- the overall structure of budget revenues.
A pie chart on the right illustrates the share of each tax in total revenues, while the “Tax Revenues” chart visualises the comparison between planned and actual collections for the selected period. From this page, users may navigate to the archive, regional analysis, large taxpayer analysis, or drill down into a specific tax.
Tax Detail (Levels 2–3)
Upon selecting a specific tax, a detailed page displays its internal structure. This includes constituent components, planned and actual revenues, variances, and the relative share of each component. For certain taxes, a further level of disaggregation (third level) is available, allowing for a more granular analysis of revenue composition.
Archive and Analytics
The analytics page supports not only a review of current performance but also an assessment of trends, including:
- changes in revenue structure over time;
- stability of plan execution;
- taxes demonstrating growth or decline compared to prior years.
This section is particularly relevant for strategic analysis, reporting, medium-term fiscal planning, and assessment of revenue dynamics. Where applicable, a third level of detail is also available for selected taxes.
Regional Analysis
The regional page provides a breakdown of tax revenues across the regions of Ukraine. It includes:
- a table of revenue volumes by region;
- a map of Ukraine visualising revenue intensity;
- the ability to drill down into the tax structure within a specific region.
This functionality supports territorial revenue analysis and interregional comparisons.
Large Taxpayer Analysis
A dedicated page is focused on revenues generated by large taxpayers, disaggregated by the interregional offices of the State Tax Service. This section enables users to:
- assess the contribution of each office;
- analyse the structure of tax revenues;
- compare performance indicators across offices.
Further drill-down to individual taxes is available.
How to Use the Dashboard
For a high-level overview, select the relevant month and review plan execution and revenue structure. To identify drivers of variances, navigate to the detailed breakdown of a specific tax.
For territorial analysis, use the “Regions” or “Large Taxpayers” pages. For trend assessment and historical comparison, refer to the “Analytics” section.

The dashboard consolidates structural, dynamic, and regional dimensions of tax revenues into a single analytical environment.
