Ukraine Facility Education Expenditure Dashboard
The Ukraine Facility Education Expenditure Dashboard is an interactive tool that allows users to navigate from a national overview down to a specific region, municipality, or even an individual budget programme.
Want to understand how funds were allocated for shelter construction or how school kitchen modernization was financed in a particular region? Just a few clicks — and you can see planned vs actual spending, co-financing from local budgets, the type of funding (subvention or grant), and the actual disbursed amounts.

Dashboard Structure

Level 1 — National Overview
In the top-left corner, there is a summary table showing planned and actual amounts (in UAH million), separately for:

  • Ukraine Facility funds (plan/actual);
  • Co-financing from local budgets (plan/actual);
  • Total (plan/actual).

The data is presented across five spending areas:

  • shelter construction;
  • New Ukrainian School (NUS);
  • procurement of school buses;
  • modernization of school kitchens;
  • establishment of training and practical centres.

Below the table, a map of Ukraine visualizes the distribution of funding across regions. Color intensity reflects the magnitude of funding (min–max scale).
On the right, there is a table with detailed expenditures by budget programmes, including:

  • programme name;
  • type of funding (subvention/grant);
  • total expenditure amount.

Each dashboard element includes a “Focus mode” button for full-screen viewing, and tables can be sorted in ascending or descending order.  Below the table, navigation buttons allow users to move to the next level of analysis.

Level 2 — Regions
This level displays the distribution of expenditures across regions, with further деталізація down to the level of territorial communities. On the left, there is a table listing regions and their actual expenditure amounts. In the center, a map titled “Distribution across territorial communities” uses a min–max gradient scale: darker colors indicate higher funding levels.  Selecting a region in the table automatically zooms the map to that region and updates the tables below. To return to the national view, simply click the selected region again. Above the map, filters allow switching between:

  • type of funding (grant/subvention);
  • source of funds (Ukraine Facility/co-financing).

At the bottom, two detailed tables are available:

  • distribution of expenditures by spending areas;
  • list of contracting authorities with amounts, including scrolling and sorting options.


Level 3 — Individual Budget Programme
At this level, funding becomes fully transparent and tangible. You can see which communities received funds under a specific programme and which entities acted as contracting authorities. To access this level: select a programme on Level 1 and click the arrow button next to “Regions.”

  • On the left: a map “Distribution across territorial communities” with a min–max gradient scale.
  • On the top right: a table “Region / Community / Amount” with regional filters, scrolling, and sorting.
  • On the bottom right: a table “Contracting Authority / Amount (UAH)” with sorting and scrolling.

An arrow button in the bottom-right corner allows you to return to Level 1.

Behind the Data
To build this dashboard, we verified more than 36,000 transactions totaling over UAH 7 billion. Since some operations are not publicly available (such as refunds and transactions from bank accounts), we submitted 262 formal requests and freedom-of-information inquiries to ensure data completeness.
