European Investment Bank expenditure: Emergency Credit Program for Ukraine’s Recovery (2022-2024) and Ukraine Recovery Program (2023-2024)

The full-scale Russian invasion of Ukraine has had a profound impact on the country’s socio-economic development. Enormous damage inflicted on critical infrastructure, industry, and citizens’ housing is estimated in billions of U.S. dollars. Despite ongoing hostilities, the process of Ukraine’s recovery has long been underway.

The Ukraine Early Recovery Project (UERP), launched by the EIB in 2014, provided a long-term loan of EUR 200 million for the restoration of social and critical infrastructure in regions affected by the war and hosting the largest numbers of internally displaced persons (IDPs). The program covered housing modernization, reconstruction of public buildings, renewal of utility networks, and transport infrastructure. Although the initial term ended in 2020, due to large-scale destruction and new stages of the war, the program has evolved into a long-term recovery instrument that remains effective to this day.

The Ukraine Recovery Program (URP) envisages the mobilization of EUR 340 million in EIB loan resources to restore social infrastructure, housing stock, and public utility facilities in affected regions and communities with the highest influx of IDPs. The main directions of the program include housing reconstruction, rehabilitation of social facilities, restoration of critical utility networks, modernization of transport infrastructure, and the implementation of energy-efficient and “green” solutions.

Data collection

The database was populated in stages as follows:

  • Systematization of Government Decisions regarding the allocation of subventions from the state budget to local budgets for the implementation of projects under the Ukraine Early Recovery Project and the Ukraine Recovery Program.

  • Systematization of Orders of the Ministry for Communities and Territories Development (Ministry for Development) concerning the list of projects financed under the Ukraine Early Recovery Project and the Ukraine Recovery Program.

  • Processing of Ministry for Development Reports on the actual use of subventions from the state budget to local budgets for the implementation of projects under the above-mentioned programs.

  • Processing of Co-financing Payment Orders from local budgets obtained from the E–data platform.

  • Project-level consolidation of Received Amounts based on payment transactions, with reconciliation against Treasury reporting.

  • Sending Requests to Spending Units in cases of discrepancies in amounts (upon receiving responses to such requests, the main reasons for inconsistencies were identified, including contract terminations, return of funds, erroneous payments, etc.).

  • Project-level Verification of Expenditure Data through targeted requests to spending units.

  • Co-financing from local budgets / the general fund of the state budget (within budget program 3121620 “Subvention from the state budget to local budgets for the implementation of projects under the Ukraine Recovery Program” and other local budget programs).

Dataset Features and Limitations

A project to which the Ministry for Development allocated funds is considered an object in the dataset. The name of the object corresponds to the project name in the Ministry for Development order. Several projects may be implemented at the same address. Some projects are not included in the Ministry for Development order on fund allocation but were financed from local budgets under the respective programs.

The amount of funds allocated for an object is indicated as of 31.12.2022, 31.12.2023, and 31.12.2024, respectively. For some projects, the amount of allocated funds changed during the year; detailed information is available on the Ministry for Development website.

If a fund allocation column is empty, no funds were allocated; if marked “0”, funds were allocated but the project no longer had financing as of the end of the respective year.

If a column on actual expenditures is empty, no funds were spent; if marked “0”, funds were spent and then fully returned.

Coordinates of objects without a specific address (e.g., water pipelines) are indicated approximately. The coordinates of all objects may contain some margin of error.
