The full-scale russian invasion of Ukraine has significantly impacted the country’s socio-economic development. The massive damage inflicted on critical infrastructure, industry, and civilian housing is estimated in the billions of U.S. dollars. Despite ongoing hostilities, Ukraine has already begun the process of recovery.
In Kyiv Region, one of the hardest-hit areas, reconstruction started immediately after the de-occupation in the spring of 2022. Today, this process continues to expand across more territories and is becoming part of a national plan aimed at restoring Ukraine after the war.

Data Population Process

The database was populated in stages:

  1. State Budget and Funds from International Partners:

    • Processing payment records from E-data under reconstruction programs (a list of such programs was identified in cooperation with the Kyiv Regional Military Administration (KRMA)).

    • Aggregation of expenditures by transactions for individual projects. Data reconciliation with Treasury Reports.

    • Sending requests to fund administrators to resolve discrepancies (e.g., contract cancellations, fund returns, or erroneous payments).

    • Final object-by-object aggregation of amounts based on payment transactions.

  2. Local Budgets:

    • Collecting information on reconstruction expenditures from local budgets in collaboration with KRMA.

    • Aggregation of expenditures by transactions for individual projects.

    • Verification of received amounts with local government bodies (classifying expenditures as reconstruction-related due to russian aggression).

    • Final object-by-object aggregation of amounts based on payment transactions.

    • UAH 1.3 billion

    • 5,164 payment records

    • Budgets of 31 territorial communities + regional budget

    • UAH 506 million

    • 213 payment records

    • 6 budget programs

Dataset Features and Limitations

  1. Coordinates:

    • Objects without precise addresses (e.g., water pipelines) have approximate coordinates.

    • All coordinates may contain minor inaccuracies.

  1. Codifier of administrative-territorial units and territories of territorial communities KATOTTH is a national register of the administrative divisions of Ukraine and the territory of hromadas (communities) of the country. For more information see KATOTTH.

  1. Verification of reconstruction expenditures from local budget programs was conducted separately for each territorial community.

  2. The dataset includes objects with an expenditure amount of 0. This means that payments for these objects were made, but for various reasons (e.g., contract terminations), the funds were fully refunded.

  3. According to Treasury reports, expenditures under program 7801700 in 2023 amounted to UAH 35,835,023.07. The dataset accounts for expenditures of UAH 35,795,169.83, resulting in a difference of UAH 39,853.24. As per information from the Kyiv Regional Military Administration (KRMA), a refund of exactly UAH 39,853.24 was made in 2023 by TOV “Chysta Ros” for the project at “34a Richkova Street, Bila Tserkva, Ukraine,” to the Kyiv RMA’s Department of Regional Development. This refund was not reflected in the Treasury’s reporting.
