The purpose of the program

To teach participants, representatives of CSOs and local governments, a systematic and data-driven approach to public finance management, including analyzing community needs for budgeting, analyzing budget indicators, making decisions based on the analysis, and communicating the results and decisions to stakeholders. The program also focuses on financing community recovery, as well as ethical and professional standards in public finance management.

The program aims to prepare participants to effectively influence budgeting, while ensuring openness, transparency and public participation in the budget process. Participants learn how to develop advocacy strategies, collect and analyze data, communicate with different stakeholders, and make informed decisions on budget allocations. Thus, the objective of this program is to train qualified professionals to effectively manage budgetary resources at the local level.

Dates and structure of the program

The total duration of the course is from 08.04.2024 to 30.06.2024.

The second half of April 2024 – Topic 1: Public Relations and Community Needs Analysis online.
It includes:

Forms of participation of citizens (public) in the budget process at the local level
The role of public associations and organizations in analyzing community needs, formulating and monitoring budget implementation
Using the results of the analysis to plan budget expenditures.
Analysis of community needs to attract extra-budgetary funds for recovery in Ukraine

May 16-18, 2024 – Topic 2 “Public Finance Analytics” and 3 “Ethics and Professional Standards in Public Finance Management” – offline at the Ukrainian Catholic University.
Topics include:

Methods of analyzing budget indicators
Transparency and openness of public finances. Tools for ensuring budget openness
Communication of analytical results to stakeholders (local council members, representatives of local authorities, and the public)
Peculiarities of financing the recovery in Ukraine. Specifics of financing during martial law
Advocacy tools to promote the wishes of citizens in budgeting

June 2024 – Project implementation with mentoring and final project presentations

Program participants

  1. Representatives of civil society organizations that advocate or analyze the formation of community budgets or want to be involved in the formation of their community budgets.
  2. Representatives of specialized executive bodies of ATCs: transportation, education, healthcare, etc.
  3. Deputies of local councils of the community.

Preparatory unit

The organizers also offer an optional preparatory block aimed at preparing participants for the main course. The preparatory block is recommended for those participants who wish to improve their knowledge of public finance and the organization of the budget process for local governments. The preparatory block will be held online in the first half of April 2024.

Course teachers

  • Victor Maziarchuk, Chairman of the Board of the Center for Fiscal Policy Research, in 2014-2016 Chief Expert of the Public Finance Group of the Reanimation Package of Reforms, in 2016-2019 Head of the Financial and Economic Analysis Office in the Verkhovna Rada, in 2019-2023 Advisor to the Chairman of the Accounting Chamber, Lecturer at the Ukrainian Catholic University (Master’s Program in Public Administration) and Kyiv School of Economics
  • Roman Slobodyan, public finance expert, received a master’s degree in Public Finance Management from Taras Shevchenko National University of Kyiv. In 2017-2018, he worked as an economic analyst at the Financial and Economic Analysis Office in the Verkhovna Rada of Ukraine, 2018-2020 as a Quality Assurance Specialist at U-LEAD with Europe (Component 2, implemented by Sida), 2020-2021 as a Local Finance Advisor at U-LEAD with Europe (Component 1, implemented by GIZ), 2021-2024 as an expert in local finance and international finance.
  • Oleksii Kovalenko, national consultant of the Council of Europe project, methodologist, expert on digital democracy, Master of Public Administration, Head of the Civil Society Development Forum
  • Svitlana Kryzhanivska-Blinova, coordinator of the Cities4Cities | United4Ukraine initiative, communications expert. Svitlana has been working in communications for 16 years. She worked at the press service of Lviv City Council, the EURO 2012 press center, co-founded the Lviv Media Forum, and communicated projects of international organizations, including the EBRD (tram to Sykhiv) and support for the National Parks of Ukraine. Today, communication helps the Cities4Cities | United4Ukraine project and Ukrainian communities find partners in Europe for effective European integration and recovery processes.
  • Andrii Pelekhatyi, Doctor of Economics, Deputy Mayor for the Executive Bodies of the Pustomyty City Council, Head of the NGO “Institute for Community Economic Development”, in 2016-2017 an expert under the USAID Municipal Finance Strengthening Initiative (MFSI-II) Rollout Project, lecturer at the Ukrainian Catholic University (Master’s Program in Public Administration) and Vasyl Stefanyk Precarpathian National University.

Skills and competencies to be acquired by participants

  1. Representatives of the public sector:
    • learn to develop and implement advocacy and analysis strategies that will allow them to effectively influence budgeting at the local level
    • acquire skills in collecting and analyzing data on community needs, which will help to substantiate proposals for budget allocations
    • learn effective methods of communication and interaction with government and community representatives to ensure engagement and transparency in the budgeting process
  2. Representatives of specialized executive bodies:
    • will be able to improve their knowledge and skills in analyzing and managing budgetary resources in accordance with the specifics of their field
    • learn to apply a systematic approach to cost planning, evaluate the effectiveness of project and program funding, and use data to make informed decisions
    • increase competence in ensuring openness and accessibility of budget information to the public
  3. Members of local councils:
    • master the methods of assessing community needs and analyzing budget proposals, which will allow them to effectively monitor the budget process and make informed decisions
    • Gain knowledge of the best practices of interaction with citizens and other stakeholders
    • learn how to use tools to ensure transparency and openness in the financial activities of local self-government

How to join?

Representatives of the audience mentioned above are invited to participate in the program: public activists, representatives of the relevant executive bodies of the community, local deputies. It is encouraged that candidates for the program have previous experience in designing and implementing projects in their communities, and have experience in communicating with the community. Representatives of different audiences from the same community are also encouraged to participate in the program, i.e. when there is a representative of the public sector, executive bodies, and/or a local deputy from the community.

To apply for participation, please fill out the application form. Applications are accepted until March 24 inclusive. Participants will be selected based on their motivation letter and previous experience in the context of the program. In the application form, please also indicate persons who can recommend you for participation. If necessary, the program organizers may contact these persons.

Candidates will receive the results of the selection process and information on recommendations for participation in the program by April 1. Some candidates may be placed on a waiting list, which means that if one of the program participants refuses to participate, such candidates from the waiting list will be sent an invitation to participate in the program. Please note that the organizers reserve the right not to provide explanations for the results of the selection decisions.
