The Fiscal Policy Research Center has developed a tool that allows tracking how assistance from the Government of Japan, provided through the Japan International Cooperation Agency (JICA), is distributed under the Emergency Recovery Program.
During a meeting with the leadership and профильні departments of the Ministry of Finance, the Center’s team demonstrated which entities in Ukraine received equipment, machinery, and materials, as well as which organizations recorded these assets on their balance sheets in 2023–2024.
According to Viktor Maziarchuk, Head of the Center, the data verification process took around ten months. During this period, the team analyzed information from multiple sources to create the most accurate and comprehensive picture of how Japanese assistance has been utilized.
In 2023–2024, 199 institutions received assistance from JICA totaling over UAH 5.3 billion. The largest share of equipment was delivered to Kyiv, as well as to the Kharkiv, Dnipropetrovsk, and Kherson regions—primarily in the areas of коммунal services, transport, and waste management.
Deputy Minister of Finance Oleksandr Kava noted that Japanese assistance has been an example of a rapid partner response, providing not only financial support but also essential equipment for recovery.
Kyrylo Klymenko, a member of the Accounting Chamber who also attended the meeting, emphasized that in a context where Ukraine’s budget heavily depends on external support, transparent management of such resources is key to maintaining the trust of both international partners and citizens.
