The Fiscal Policy Research Center has signed a memorandum of cooperation with the Ministry for Communities and Territories Development of Ukraine. On behalf of the Ministry, the document was signed by First Deputy Minister Alona Shkrum. The focus of the partnership is on developing digital tools for effective monitoring of recovery projects financed by international partners.

Several months ago, the Ministry approached us with a request: to strengthen oversight of projects funded by international financial institutions (IFIs). This involves more than 600 projects across the country — a scale that is difficult to manage using traditional reporting tools.

We started with the key principle — transparency. The team developed an interactive BI tool that enables tracking of each project: what is being built, at what cost, who is responsible for implementation, when it started and when it is expected to be completed, and how much funding has already been allocated. The analytics are available across regional, sectoral, and time dimensions, with data updated регулярно. The tool will soon be published on the Ministry’s website with open access.

As noted by Viktor Maziarchuk, Head of the Fiscal Policy Research Center, this case demonstrates how a public institution can take the initiative and promote transparency, building trust among partners through practical solutions.
