The full-scale Russian invasion of Ukraine has had a significant impact on Ukraine’s socio-economic development. The colossal damage to critical infrastructure, industry, and housing is estimated in billions of US dollars. Despite ongoing hostilities, the process of rebuilding the country has long been underway.

In October 2022, the Liquidation Fund for the Consequences of Armed Aggression (hereinafter referred to as the Fund) was established in Ukraine. Initially, the Ministry of Finance was designated as the primary manager of the Fund’s resources, but later this budget program was transferred to the Ministry of Communities, Territories, and Infrastructure Development of Ukraine (hereinafter referred to as the Ministry of Infrastructure).

Directions of Use

According to the law, the Fund’s resources can be allocated in 10 directions, namely:

  • Construction of public buildings and structures, protective structures of civil defense, and military facilities.

  • Construction of infrastructure objects (including those related to water supply, sewage, thermal energy production, heating, and electricity supply).

  • Construction of facilities for internally displaced persons and people who have lost their homes due to hostilities.

  • Development of design and cost documentation for destroyed objects.

  • Construction and other measures for critical infrastructure facilities.

  • Procurement of school buses, special transport for medical institutions, and utility companies for maintenance.

  • Compensation for destroyed/damaged housing (eRecovery).

  • Restoration of residential and public facilities.

  • Construction of new housing for affected persons, as well as the development and examination of design documentation for such projects.

  • Construction of healthcare facilities to provide assistance to affected individuals.

Furthermore, since the end of February 2023, in exceptional cases, the Fund’s resources may be used to meet the defense sector’s needs.

Database Filling Process

The process of filling the database was carried out in stages:

  • Systematization of government decisions regarding the allocation of funds from the Fund for legally defined directions (including all changes made during the research period);

  • Processing of relevant payment documents from E–data;

  • Object-by-object aggregation of the amounts received through payment transactions;

  • Verification of the obtained results with the Treasury’s reporting;

  • Sending inquiries to fund managers in case of discrepancies (in responses, the main reasons for discrepancies were identified, such as contract termination, funds return, erroneous payments, etc.);

  • Object-by-object verification of expenditure data through inquiries to managers.

Data Presented in the Dataset

To assess the distribution and actual use of the Fund’s resources, only verified expenditures are included:

Ministry of Infrastructure:

  • Subsidy for the liquidation of armed aggression consequences (3121450) (Planned – 9.3 billion UAH, Utilized – 3.5 billion UAH).

Recovery Agency:

  • Main water pipelines (3111340) (Planned – 8.5 billion UAH, Utilized – 8.3 billion UAH).

  • Construction and restoration of objects (3111360) (Planned – 3.6 billion UAH, Utilized – 400 million UAH).

  • Restoration of settlements (3111370) (Planned – 3.4 billion UAH, Utilized – 600 million UAH).

Ministry of Veterans Affairs:

  • Psychological rehabilitation and professional adaptation (1501040) (Planned – 201 million UAH, Utilized – 150 million UAH).

Ministry of Education and Science (MES):

  • Restoration of university buildings (part of  2201160) (Planned – 180 million UAH, Utilized – 0 UAH).


Excluded Expenditures:

For Security and Defense Sector:

  • Ministry of Defense – Activities of the Armed Forces of Ukraine (2101020) (Planned – 500 million UAH, Utilized – 200 million UAH).

  • Ministry of Internal Affairs – Civil Defense Units (1006280) (Planned – 53.5 million UAH, Utilized – 19.5 million UAH).

For Critical Infrastructure Recovery (Fuel and Energy Sector):

  • Recovery Agency (3111350) (Planned – 18.9 billion UAH, Utilized – 13.3 billion UAH).

Ministry of Infrastructure:

  • Compensation for destroyed objects (3101200) (Planned – 5.8 billion UAH, Utilized – 2.5 billion UAH (Treasury report – 5.8 billion UAH)).

Features and Limitations of the Dataset:

  • An object in the dataset is considered a project for which the government allocated funds. The name of the object matches the project name in the government decision. Multiple projects may be implemented at the same address.
  • The amount of funds allocated to an object is indicated as of 31.12.2023. For some projects, the amount of allocated funds has changed throughout the year, and detailed information is available on the website zakon.rada.gov.ua.
  • Coordinates of objects without an address (e.g., water pipelines) are given approximately. The coordinates of all objects may contain inaccuracies.
