Cooperation between the public and the authorities is an important condition for the successful implementation of projects and obtaining verified information. This was emphasized by Viktor Maziarchuk, Head of the Center for Fiscal Policy Research, during the round table “Effective Reconstruction: How the Public and the Government Are Looking for Common Ground. Cases of Kyiv and Mykolaiv regions”, organized by the Institute for Economic Research and Policy Consulting.
He cited the joint work of the Center’s team with the Kyiv Regional State Administration to create an interactive map of recovery as an example of such successful coordination.
“You don’t realize how difficult this project was. And if it were not for the will of all levels of government: from the head of the CRA to department directors, it might not have been in this format. After all, the number one problem is high-quality, correct data that is verified. This cannot be done without the government. Therefore, the public must work together with the authorities when implementing any projects,” he said.
As of today, the interactive dashboard contains information on more than 2,000 objects totaling more than UAH 4.5 billion, of which UAH 369 million is donor funds. The dashboard allows for a detailed analysis of funding from various sources and in the context of budget programs. It also allows you to track how funds were allocated to individual facilities at the level of the district, territorial community, and settlement.
“The interactive dashboard includes several blocks. The first block is a map, the second shows how objects were financed over a certain period and by type of expenditure. We can see which budget programs were used to finance the projects, the number of objects, and the total amount. The most interesting thing is that you can find out who received the most in the entire region, and you can also go to each individual object that is marked on the map. The logic of this tool is that if you are interested in a certain area, you go to this tool and see absolutely everything,” said Maziarchuk.
