During a meeting of the working group on drafting a new version of the law on the Accounting Chamber at the Verkhovna Rada Committee on Budget, Victor Maziarchuk, head of the Center for Fiscal Policy Research, presented to MPs the results of the assessment of the impact of the war on public sector salaries.
Salaries in high and responsible positions should be decent, but the work of the people who receive them should bring real benefits to society and the state.
What did our research show? On average, for the main categories of positions, such as chief specialists, department directors, and heads of institutions, salaries did not decrease during the first year of the war.
In addition, there are very significant differences in salaries for the same positions in different agencies. For example, the salaries in the Accounting Chamber are much higher than in the SASU and the Antimonopoly Committee. Instead, the heads of some ministries have low salaries compared to their responsibilities.
How did we do it? We collected declarations from the NACP for three years (2019-2022) and processed 100 gigabytes of information. After March 31, we will supplement the data and show the results for the 2 years of war.
