What is the discipline of the Accounting Chamber members?

On March 15, the term of office of seven members of the Accounting Chamber expired: Viktor Bohun, Andriy Didyk, Iryna Ivanova, Andriy Maisner, Vasyl Nevidomyi, Caesar Ogni and Ihor Yaremchuk. They will continue to fulfill their duties until the Verkhovna Rada decides their fate, i.e. dismisses them from their positions. According to various sources, this may happen as early as today.

So it’s time to analyze what happened to the discipline of the members who are already preparing to leave.

Specifically, how did they attend meetings, how did they vote, and what did they work on?

Let’s start with general statistics. Thus, in 2019-2023, the Accounting Chamber held 167 meetings out of 186 planned (approximately 90%). The rest did not take place either due to the lack of a quorum or because the members failed to approve the agenda.

Thus, 4 meetings did not take place in 2019, 14 in 2022, and 1 in 2023. In 2020 and 2021, all meetings were held. As we can see, 2022 was the most “disorganized” year. In most cases, the meetings were “disrupted” by Didyk A.M., Ivanova I.M. and Maisner A.V. because they were absent without good reason.

What issues were discussed at the SB meetings?

The members mainly considered general issues related to:

  • working points (236 issues),
  • setting the agenda (167 issues),
    • amendments to the SB budget (40 issues),
  • amendments to the structure of the SB staff and staffing (17 issues),
  • Assessment of corruption risks in the Chamber (12 issues),
  • reports on the Chamber activities (6 issues);
  • personnel issues (2 issues, in particular, dismissal and appointment within the position of the Secretary of the Accounting Chamber – Chief of Staff).

They also considered and approved reports on the results of audits (336).

In general, the picture of the detailed voting of each member of the RP looks like this (Table 1).

The table shows that Didyk A.M. and I.M. Ivanova – these are members of the RP who were not only absent from most of the RP meetings, but also those who did not participate in voting on the largest number of issues and abstained from voting. For clarity on the graph. 3 shows the share of issues on which each of the RP members was absent and did not vote.

Yes, the largest number of issues considered during 2019-2023 at the RP meetings was missed and not voted by A.M. Didyk, namely 41% or 506 out of 1240 issues, and the smallest number of issues – 5.6% or 70 out of 1240 questions I.M. Yaremchuk  At the same time, 6 out of 10 members of the RP /namely: Bohun V.P., Unknown V.I., Maisner A.V., Patskan V.V., Ogon T.G. and Plis GV/ have approximately the same share of issues on which they were absent and did not vote, which ranges from 10 to 16%.

No less interesting was the analysis of the reasons for the absence of RP members at meetings (Table 2).

Therefore, Didyk A.M. missed the most meetings.   (56 out of 186 meetings) and I.M. Ivanova (38 out of 186 meetings). Also, a high rate of absenteeism at RP meetings without valid reasons was demonstrated by the Deputy Chairman of the RP, and for a certain time, etc. A. V. Maisner, the head of the RP, namely 14 out of 23 meetings or 60.9%. In addition, Didyk A.M. is also the leader among other members of the RP in terms of the number of vacation days used. However, there are members of the RP who faithfully attended RP meetings, and if they were absent, then only for good reasons, in particular, these are V.V. Patskan and G.V. Plis. What is more, G.V. Plis for the year 2023 (that is, from the moment of his appointment as a member of the RP) he did not miss a single meeting of the RP.

Instead of conclusions

If today the Verkhovna Rada does consider the issue of dismissing seven members of the Accounting Chamber whose terms have expired, it is important to consider the following aspects:

  1. People’s deputies should actively participate in the finalization of the draft law “On the Accounting Chamber”, which is being developed by a working group chaired by the Chairman of the Budget Committee, Roksolana Pidlasoi. In addition to people’s deputies, the working group includes representatives of the European Union, SIGMA, USAID and the public

  2. the election of new members should be transparent, based on the new law and new rules, and with the broadcast of all interviews

  3. before making a decision on the appointment of a member of the Accounting Chamber, all candidates must be evaluated according to a single methodology. We have developed a methodology that evaluates candidates according to 4 blocks of criteria (35 questions in total):
